Ukraine has struggled to follow up on the democratic promise of the 2004 Orange Revolution. While election inclusiveness and election oversight remain generally good, government accountability (executive, legislative, judicial) and the civil service are all rated as very weak. Ukrainian law on gifts and hospitality offered to members of the executive, legislative and judicial branch, along with the civil service, are vague and provide many opportunities for nepotism. There are no requirements for independent auditing of political party finances, and no agency to monitor the political financing process, increasing corporate influence over Ukraine's politics.
