Timor-Leste is a young country that lacks many important regulatory safeguards that ensure government accountability. Accountability measures in the legislative branch, judicial branch and civil service were all rated very weak, and executive branch accountability was the worst recorded in 2007. Significant international attention has been given to elections in Timor-Leste and assessments of political participation and election integrity suggest these areas are have benefited, though political financing remains to be addressed. In budget processes, there is no legislative accounts committee providing oversight of public funds. Despite a constitutional mandate for a national audit institution, no such institution yet exists.
