Peer Review Comments: It is not true that all inspections are purely designed to extract extra payments. Bodies such as the Bureau of Standards and National Environmental Management Agency do carry out serious audits, despite instances of bribery. The inspection arms of local government are much more prone than are these kinds of agencies to sacrificing their roles for financial gain.
