Tajikistan has deep problems in its governance and anti-corruption framework, starting with a below-average legal framework -- and even that is rarely enforced. The failures are most notable in areas that might expose high level officials to risk. Government accountability (executive, legislative, judicial), budget practices and the civil service are all rated as very weak. The audit agency has been entirely replaced in January 2007, and auditing efforts are inconsistent. When audits do occur, results are usually secret.
