  Comments: The head of the auditing agency cannot be removed from his office and duties without relevant justification because he represents one of the government's auxiliary departments. Only the head of state can fire him or name someone to be in charge of the audit agency.

  Comments: Somalia is still a country in a state of anarchy and disorders. Therefore, the audit agency cannot fulfill its responsibility and does not have a professional full-time staff.

The government cannot afford to pay the salaries of the civil, police and military personnel.

There are many professional people here in Somalia, but the government cannot afford to hire them because of a lack of financial resources.

  Comments: The power sharing arrangement of the Somali Transitional Federal Government is based on the "four point five" system. There is no independent agency that supervises the government's selection and recruitment of professional people and the appointments of the government official.
