Peer Review Comments: [ LINK ] However, corruption remains prevalent in many areas and continues to be a serious problem. There are major obstacles to rooting out systemic corruption. The most vulnerable sectors are public procurement, privatization and other large budgetary expenditures, but also taxation, customs and licensing. The 2007 action plan has not yet been implemented. There is no clear plan for the measures needed to implement the international conventions that have been ratified.
