The Reporter's Notebook offers a fair account of the situation in Serbia.
My own work has been in relation to the Committee of Conflicts of Interests (CIC), which has honest and highly qualified staff, constrained to fulfill the Committee's mandate by restrictive powers and laws. The Committee has elevated the impact of its work through building alliances with other organizations working with a familiar mandate - for example The Standing Conference of Towns and Municipalities (SKGO), which implemented the Code of Conduct for local government councilors in most municipalities and piloted a scheme of Code Monitoring Boards (independent scrutiny committees.)
The information presented is highly relevant. It provides case examples from personal accounts and reflects the public's continued disillusionment with corruption. On the bright side, note should be made of the individuals committed to bringing about change and forestalling corruption. These are the green shoots, which are however still thwarted in many cases by institutional and social opposition to change and anti-corruption practices.
