Russia shows no improvement since 2006, again showing weak governance performance overall. Russia has many anti-corruption laws which are not enforced in practice, indicating deep rooted problems. Government accountability (executive, legislative, judicial) and the civil service are rated as very weak. Media persecution is common and at times deadly — according the Committee to Protect Journalists, Russia ranks behind only Iraq and Algeria in risk to journalists. Whistleblower protections are likewise practically non-existent.
