Poland's overall score is strong, with strong regulatory and oversight institutions, anti-corruption laws, inclusive voter participation, and an active civil society and media. Areas of weakness remain, however. Laws governing conflicts of interest in the judiciary do not exist or are poorly enforced. While the executive branch of government earns high ratings overall for accountability, the "State Tribunal is considered rather an ineffective institution for reviewing the actions of executive." Furthermore, citizen access to information remains a major de facto problem in Poland. Fees for accessing government information are inconsistent, state record keeping is arbitrary, and many civil servants remain unaware of the importance of the public's right to information. The public also has limited access to the asset disclosure records of officials from the executive and judicial branches of government.
