Peer Review Comments: This is one of the worst problems of the civil service. Civil servants are not protected from political interference. It would be usefeul to ask the anti-corruption commission in the Ministry of Justice, the Controller Agency and the Office of the Ombudsman.

Peer Review Comments: Also, the professional level of some civil servants is really low because there is not even a Ley de la Funcion Publica. There is a lot of room for letting unprepared people enter the public function.

Peer Review Comments: One of the problems in public function is that the majority of people working in the public sector are under contract, but they are actually treated as public servants. So, if something wrong happens with holidays or late payments, nobody would know.
