Peru has a strong legal framework for fighting corruption, but enforcement is a problem. The practical reality is one of very weak governance and anti-corruption processes, suggesting deep rooted problems. The National Anti-Corruption Council has been captured by the executive branch and lacks capacity and independence. Whistleblower protection is poor. Freedom of information is required by law, but implantation is poor. Peru's political financing regulations are an exception — while many nations struggle with this, transparency and oversight here are generally good.
