Papua New Guinea (PNG) receives an overall "Weak" rating in the 2007 Global Integrity Index. Oversight and regulatory institutions such as the Audit Institution, Ombudsman, and tax collection agencies rate particularly well, while anti-corruption and rule of law mechanisms perform moderately to very strong. Nevertheless, PNG suffers from significant weaknesses. Government accountability, particularly in the legislative branch, can be improved while the country's performance in regulating the civil service and procurement is poor. Although whistle-blowing mechanisms are in place, their implementation remains weak.
