Nepal shows improvement since 2006, as the country slowly returns to democratic rule. However, serious problems with governance remain. Government accountability (executive, legislative, judicial) and the civil service is rated as very weak. CSOs in Nepal are proactive as they played a key role in the peace process and advocated for a bill to ensure whistleblower protection — a problem area in Nepal. The national ombudsman and audit institutions function independently of the government and are professionally staffed. The civil service and media, however, suffer from a great deal of political pressure, which has led to a "breakdown in governmental performance." Threats from rebel groups have closed newspapers.
