Namibia has serious problems with its governance and anti-corruption framework. Overall government transparency is among the worst in the world. Government accountability in the executive, and judicial branches as well as the civil service are all rated as very weak. Voting is generally inclusive, but lack of regulations for political financing make for weak elections in Namibia. Few laws limit individual or corporate donations to candidates and political parties and there are no limits on political party expenditure. Whistleblower protections are generally ineffective.
