  Comments: There is no law on the protection of whistleblowers against corruption despite repeated recommendations of parties and civil society.

A draft hotline for victims of corruption was included in the government's action plan of 2005, but nothing concrete has yet been done.

Public sector whistleblowers often face substantial negative consequences, such as losing a job, relocating to a less prominent position, or some form of harassment.

  Comments: There are no legal protections for private-sector whistleblowers.

There are no laws on the protection of witnesses or informers despite repeated recommendations of parties and civil society. As citizens, they were subjected to blackmail, when they admit that, they are treated as accomplices.

  Comments: When influential people report cases of corruption, it is really an exception that they are prosecuted.

The action may also hide conflicts and manipulation or political foundations. Thus, Mr. Boufettas declared to have paid 2 billion dirhams in a corruption deal at a private bank on a loan of 17 billion dirhams, but no action has been taken on these statements. The beneficiary of corruption is a former CEO of the bank who was removed a long time befor this event.

Peer Review Comments: Diwan Al Madalim could be an interlocutor in these cases, but this institution is totally inactive. However, Transparency International has launched the Advocacy and Legal Advisory Center (ALAC).

However, this agency will only report cases of corruption to the prime minister who is the only who can act on them.
