Peer Review Comments: This is a tricky situation. In 1999, results were disputed, but the appeal system took too long. In 2004, the opposition also contested the results, but even as the case had not yet been resolved, the president-elect was been sworn in parallel to the court process. In the end, the case did not succeed.
