Lebanon has serious problems with governance and anti-corruption, with many essential safeguards missing. Despite this, civil society organizations have been "substantially involved in decision making" and are considered to have "one of the less restricted [civil society] systems in the Arab World." Elections are generally inclusive, but election oversight is poor. Political interference and nepotism are rampant in media, civil service and law enforcement agencies. In results similar to the 2006 assessment, Lebanon still lacks any legal framework governing political financing and whistleblowing measures. Lebanon also lacks any mechanism filling the role of a national ombudsman or an anti-corruption agency.
