Kyrgyz Republic has strong legal framework for fighting corruption, scoring alongside those found in the West in a purely legal analysis. Unfortunately, these laws are rarely enforced effectively. Along with Armenia, Azerbaijan and Kazakhstan, the gap between legal and practical realities is among the largest recorded in 2007, indicating serious problems with governance and anti-corruption. Whistleblower protection, state-owned enterprises and the police are all problem areas in terms of governance. Freedom of information has been guaranteed by law since 2006, but practical implementation is generally ineffective. On the positive side, procurement processes and civil service regulation score better than regional peers.
