Coming on the heels of the December 2007 electoral violence, our 2008 assessment finds that the lack of independence of Kenyan election monitoring agencies contributed to the outgoing president's ability to "rig the impending elections" through his replacement of election commissioners with political appointee. Challenges in government accountability in Kenya are not limited to the executive branch but exist in all of Kenya's branches of government, including the civil service and law enforcement agencies. The creation of a new ombudsman's office in August 2008 led to a drop in Global Integrity data for that agency. The new agency's strong ties to the executive branch for funding and appointments, the lack of tenure regulations for the head of the ombudsman office, and its lack of publicly accessible reports contributed to the dip in the score.
