Government accountability is very weak in Kazakhstan, with citizen access to the asset disclosure records of executive branch officials, the national legislature, and the judiciary seriously lacking. Access to political financing records of political candidates is also problematic, while the national ombudsman is viewed as ineffective. Nevertheless, there is some encouraging news. Legal measures protecting whistle-blowers are seen as strong both in law and in practice. Civil society and the media play important roles as watchdogs while voting and the electoral process are also strong.
