Italy has a generally strong governance framework, through there are troubling exceptions and a history of high-profile corruption cases. Italy's legal framework scores behind most western nations, though what laws exist are generally enforced. Italy does not have any regulations that limit donations to political parties or expenditures of politicians. Whistleblower protection is not effective. Judicial accountability is very weak and law enforcement agencies score behind many European nations.
