Peer Review Comments: There are many laws that prohibit government officials from holding dual jobs. The Investment Law prohibits local provincial council members from membership in the Provincial Investment Commission.

  Comments: The regulations are ineffective. A survey conducted by CIPE in late 2007 among Iraqi business leaders revealed that the lack of legal and regulatory enforcement is one of the most significant impediments to economic development in the country.
