Georgia has a moderate-to-good legal framework for fighting corruption, but practical implementation of these laws is very limited, suggesting deep problems in governance. Four years after Georgia's 2003 "Rose Revolution," moderate scores in civil society, media, political participation and freedom of information suggest a new openness. An independent (for now) ombudsman is another bright spot, thanks in part to international technical assistance. However, in the crucial areas of budget processes and executive, legislative or judicial branch accountability, performance is very weak. The civil service, procurement and privatization processes are poorly regulated and subject to political interference.
