France's history of high-level corruption scandals can be traced to poor accountability regulations for executive, legislative and judicial branches. For instance, other than a president's declaration of the assets following an election, the confidentiality of asset disclosure of government officials is guaranteed by law. Asset disclosures are not subject to any independent auditing. State-owned enterprises — another historical trouble spot — are assessed to be poorly regulated, with regulators sometimes subject to political interference. On the positive side, France has generally strong access to information and scores above the median in measures of political participation, election integrity and political financing.
