Egypt's efforts to fight corruption are crippled by one-party rule and measures which punish citizens for acting as watchdogs. For example, if a citizen makes a complaint against a public official, the citizen can be imprisoned for two years if the government disagrees with the complaint. Obviously, complaints are rare. Egypt is rated as very weak in executive accountability, legislative accountability, judicial accountability, budget processes, civil service regulation, and political financing. Elections are not inclusive, and Egypt's election integrity is the worst assessed in 2007. Media and civil society are routinely harassed. Egypt does have moderate to strong scores in several regulatory subcategories, reflecting a closed but functional government.
