Ecuador's ratings in civil society organizations (CSOs), election integrity, business licensing and regulation, procurement, anti-corruption, rule of law, and law enforcement have dropped since its 2007 assessment. Funding for CSOs is funneled through a governmental agency, and a new regulatory decree stipulates that the government can determine at its discretion "if an organization and its activities are contrary to the interests of the state." Furthermore, appointments to the election monitoring agency are highly politicized, which makes electoral appeals and punishment difficult to enforce. In addition, the implementation of regulations governing the public procurement process is ineffective. One relative bright spot is the media, which continues to act as an effective watchdog, although it remains relatively cumbersome for citizens to form print and broadcast media entities.
