Ecuador generally has a good legal framework for fighting corruption, scoring alongside the United States and Europe in a purely legal analysis. However, Ecuador fails to implement these laws effectively, leading to an overall weak rating. The civil service is an area in need of improvement: Civil servants lack a designated internal corruption-reporting mechanism and other important safeguards. Meanwhile, whistleblower protection programs lack resources. Privatization is another area of concern. Bright spots include an active civil society, generally free and assertive media and a constitutional guarantee (albeit imperfectly implemented) providing access to information.
