Privatization is a trouble area in Costa Rica . The country lacks clear regulations defining the privatization process, which gives more discretion (and opportunity for corruption) to lawmakers. Limited transparency on legislative asset disclosures amplifies the problem. Ex-President Miguel Angel Rodriguez-Echeverria was charged with corruption for allegedly "having received gifts" from the French telephone firm Alcatel as a reward for the approval of the purchase of cellular phone lines worth $149 million.
