Anti-corruption efforts in Colombia are colored by the presence of paramilitary groups, which impact media, civil society and voting via threats and violence, in part to discourage a potential peace process between the state and paramilitaries. Campaign finance is another trouble spot. Even judicial bodies and law enforcement agencies are unable to implement and "follow written law" because of similar threats. Citizens instead turn toward their ombudsman and general attorney (Procurador) for help; the ombudsman is generally trusted and is often the citizens' first choice to address human rights violations.
