Peer Review Comments: The records are really only available in the capital city, and even there, the cost of transportation is rather high -- not prohibitive for one already nearby, but for anyone outside the capital who wanted the information the cost might be impractical.
Peer Review Comments: I am not sure this is so. If you add transportation, as well as time for waiting and coming back (because few services function efficiently and transparently enough that you get what you need the first time around), plus photocopying, I would say it is not really cheap.
