Bosnia-Herzegovina (BiH) has serious problems with government accountability and administration and civil service, which earned Very Weak ratings. Civil society organizations (CSOs) and activists in BiH also face a hostile environment. Earlier this year, the government temporarily shut down the country branch of Transparency International after the Prime Minister made unsubstantiated accusations that they were involved in organized crime. Furthermore, whistle-blowing and internal reporting mechanisms are virtually non-existent. However, one area of strength continues to be the robust electoral system, due in part to the emphasis placed on elections by the international community.
