Azerbaijan continues to boast a strong legal anti-corruption framework across many sectors but suffers from little to no practical implementation. For example, a freedom of information act exists, but in practice, government documents and asset disclosure forms for public figures are hard to obtain. Political financing goes largely unregulated despite laws on the books. Government accountability is very weak. Whistle blower protection remains a problem compounded by a lack of reliable outlets for corruption concerns to be heard and addressed. In addition, Azerbaijan's scores for the media's ability to report on corruption dropped this past year due to the fact that journalists tend not to be independent and therefore, "are not trying to report accurate information, they try to criticize opponents."
