Despite often having a respectable legal framework for fighting corruption, implementation of these laws is lacking. As a result, Armenia scores poorly in all areas, with the exception of civil society, public information and media, where scores are moderate to strong. Political will to improve governance seems lacking in Armenia, with the government taking steps to expand restrictions on democratic participation. Recent negative developments include amending a law to prevent Armenian citizens living abroad from voting at embassies. The central election commission imposes penalties only on opposition parties; the judicial system is closely aligned with the President; and audit agency employees are appointed through political consideration.
