  Comments: There were no privatizations in the study period. They were made mostly between 1989-1994 with a high level of discretion, lack of control and access to information and without competition.

Peer Review Comments: Privatizations were done during Carlos Menem's presidency. Corrruption during that period was scandalous. Telephone, electricity, water, eneregtic resources, railoroads were "sold" at negligible prices. There was built wide campaing to discredit public companies, in which many journalists played an important role. During Kirchner's prsidency, Central Mail System (Correo Central) returned to the State, because of irregularities and lack of investment. The railroad system is "under a magnifying glass" because of the lack of private investment: this service is in terrible conditions and users protest regularly. Crisitina Fernández de Kirchner has a heavy inheritance in this matter: the privatized ones claim increases of tariffs.

They were made mostly between 1989-1994 with a high level of discretion, lack of control and access to information and without competition. If a privatization process were carried out nowadays, it would be difficult to enforce conflict of interest regulations. It would depend on the government officials' will to testify that there are no conflict of interest between the process in which they are involved and other activities developed by them. Every process would be different and would have a different regulation.
