Government accountability is weak in Argentina, with the executive, legislative and judicial practices all showing opportunities for significant improvement. This is most clearly seen in Argentina's poor budget processes. The reform of Law 24.156 of financial administration gives the president power to modify parts of the national budget without congressional approval. Even where congressional approval is required by law, Congress does not have enough technical capacity and staff to effectively oversee the budgetary process. Overall, Argentina shows a significant gap between the legal framework and the actual implementation of these laws.
