Algeria's recent civil war haunts current government policy in the form of severe limitations on civil society and press freedom. New civil society organizations (CSOs) that focus on exposing government abuses cannot be formed, nor can they receive funding from any other groups. Staff at existing CSOs are regularly harassed, arrested and imprisoned. Media freedom is severely restricted, with radio and television fully controlled by government. Print journalists are regularly harassed, arrested or imprisoned. Generally, free speech is severely restricted by the government, undercutting accountability efforts.
